I'm not sure why that is, but I'm going to open a ticket. For some reason, my shammy is only running at 200% mounted speed, but my hunter is at 220%. I have a shaman herbalist, so I'll update when I try it. I haven't tested this yet, but I'm guessing your speed would still be faster than 160%.
